Introduction to the CONSULTANTS AIRPORT VISION AND POLICY DOCUMENT proposed for DeKalb Peachtree Airport (PDK)
Prepared by the PDK Master Plan Public Participation Consultants--
Submitted to the PDK Airport Advisory Board in April 2005:

This six page "Airport Vision and Policy Document" is the second of two reports prepared by the Public Participation Consultants for the Master Plan for the DeKalb Peachtree Airport (PDK). The document was submitted to the PDK Airport Advisory Board (AAB) for their consideration in April 2005.

This document, and the consultants' February 2005 report which proposed how pubic participation in the PDK Master Plan might best be conducted, were researched and written over approximately six months, based in part on interviews conducted with some 100 individuals who represented a wide range of perspectives on PDK Airport issues.

The Master Plan consultants had been authorized by the DeKalb County Board of Commissioners in August 2004, as part of the public participation component mandated by the Commissioners to continue throughout the full Master Plan process. As of the April 2005 report, some $80,000 had been spent on the consultants' work.

The specific policy provisions in this document are found on pages 3 through 6 of the document. They cover seven areas: (1) safe and efficient operations, (2) environmental sensitivity, (3) community relations, (4) financial self-sufficiency, (5) general aviation, (6) customer friendliness, and (7) effective institutional framework.

NONE of the specific policy proposals in this Airport Vision and Policy Document were ever specifically discussed by the PDK Airport Advisory Board at their three meetings about PDK policy on April 13, May 11, and June 8, 2005, even though the Master Plan consultants were present at all three meetings.

Instead, the entire discussion at all three AAB meetings in April, May, and June 2005 revolved around a one-page Mission and Policy statement written by a single individual, Mr. Richard Ossoff, the Chair of the PDK Airport Advisory Board.

Mr. Ossoff's one-page statement, which contained eight policy items (eventually combined into seven), served a the basis for the one-page Mission and Policy recommendations that the Airport Advisory Board approved in June 2005 and submitted to the DeKalb County Commissioners for possible approval.

PDK Airport has thus far not placed this or other documents relating to the PDK Master Plan process on its web site, as mandated by the DeKalb County Commissioners in August 2004 when they approved the development of a new PDK Master Plan. PDK Watch is, therefore, placing this document on its web site to insure that it is easily accessible to public officials and the concerned public. Read the Vision and Policy Document- April 2005
