helicopter noise report will be available.

Once this report is released to Congress, it will be up to community
associations and individuals to see that Congress enacts legislation
controlling helicopter noise over urban areas.

Jerry,
   Our office has finished it(s) development and it is now in the
review/concurrence process in the FAA. I'm pushing hard to get it out
of the agency by late July/early Aug as I told you.  But there are
others that still must review it in the DOT and maybe OMB before the
Secretary of DOT signs off.  I'm optimistically estimating the likely
release to Congress by late fall/early winter 2001.
    
I realize many seek its guidance therefore it must go through the
complete process to carry any credibility.  I apologize for the delay
and assure you that it was for the sake of accuracy and completeness.
