RULES OF ORDER

                       Article I.  Board and Purpose

A.   The DeKalb Peachtree Airport Advisory Board (AAB) is created by the
     DeKalb County Board of Commissioners (BOC) (DeKalb County Code 1976, §
     6-4201), and its need, membership, officers and meetings, and duties
     are defined in Sections 6-16 through 6-20 of the Code.  These sections
     are incorporated by reference in these Rules of Order.

B.   After the initial appointment of all members, the full membership of
     the AAB shall meet and shall elect one of its members as Chair and one
     as Vice-Chair each of whom shall continue as voting members in such
     position for the succeeding year and until their successors are
     elected.  Thereafter a Chair and a Vice-Chair shall be elected in the
     same manner to serve for the succeeding year until their successors
     are elected.

                    Article II.  Meetings of the Board

A.   The AAB will hold a regular meeting at least once a month on the
     second Wednesday of each calendar month, on a schedule which
     corresponds with the bi-monthly meetings of the ( delete - County
     Board of Commissioners (BOC) (add - BOC).

                       Article III.  Amending Rules

A.   Amendments to the Rules of Order, except Article VI., requires a
     two-thirds (2/3's) affirmative vote of all members appointed to the
     AAB, and the amendment must have been submitted in writing at the
     previous meeting at which a quorum was present.

B.   Amendment to Article VI., Rules of Procedure, requires a majority vote
     at any meeting at which a quorum is present.

                     Article IV.   Conduct of Business

A.   The Chair shall preside at all meetings of the AAB, and the Vice-Chair
     shall preside at all meetings in the Chair's absence.

B.   The AAB shall as soon as practicable, adopt rules of procedure and
     rules of conduct of its business.

C.   The rules contained in Robert's Rules of Order shall govern the Board
     in all cases to which they are applicable, and in which they are not
     inconsistent with the Rules of Order as approved by the AAB.

D.   The Airport Director or his/her designee or representative will serve
     as a technical advisor to the AAB.

                            Article V.  Quorum

A.   A majority of the members of the AAB currently appointed and serving
     constitutes a quorum.

B.   A majority of the quorum may exercise any and all powers of the AAB,
     with the exception of Article III. above.

                     Article VI.  Rules of Procedures

A.   Recording and taking minutes at the AAB meetings are required. After
     adoption by the AAB, the minutes will be signed by the Chair or
     Vice-Chair, in his/her absence.  A copy of the minutes will be
     forwarded to each County Commissioner and to the CEO, DeKalb County,
     and filed with the Airport Director.

B.   Meetings between the regularly scheduled monthly meetings may be
     called by the Chair as needed upon the request of the Airport Director
     or any individual member of the AAB.  These meetings will be scheduled
     at least one week in advance of the meeting and shall be public ally
     noticed.

C.   If possible, items to be reviewed by the AAB should be submitted to
     AAB members at least seven (7) days in advance of the meeting if the
     item is to be presented to the AAB for action.

D.   Any person wishing to propose an agenda item shall submit such item to
     any member of the AAB, who will then submit the item to the Airport
     Director for inclusion as "new business" on the agenda.  If such items
     are submitted directly to the Airport Director, the Airport Director
     will request the item be approved for placement on the agenda by the
     Chair.

E.   The Airport Director, as technical advisor to the AAB, will propose a
     preliminary or draft agenda, with the approval of the Chair, to be
     distributed to AAB members.  Board members have the right to include
     additional agenda items to the draft agenda and to the final agenda.

     The agenda shall include, but not be limited to, any proposed actions
     which might    impact the safe and efficient operation of the Airport
     and/or the quality of life of the residents in DeKalb County which the
     Airport Director or his designated agent has knowledge.

     The proposed actions include, but are not limited to, any proposed
     safety operations or changes in safety operations, actions on noise
     abatement, Airport policy on handling noise complaints, proposals to
     utilize real estate on the following properties: property over which
     the Airport Director holds jurisdiction, property which the Airport
     has designated or has proposed to designate as green space, property
     within the Runway Protection Zone, and property acquired for noise
     abatement purposes.


F.   Airport staff will forward notification of the meeting with the
     preliminary agenda to the DeKalb County Library Department for posting
     on the community bulletin board of each library.  Additionally,
     airport staff will forward notification of the meeting with the
     preliminary agenda to the DeKalb County Director of Communications for
     placement on
     the DeKalb County television community bulletin board,  carry a copy
     of the agenda to the Chamblee Library to be publicly displayed and
     will place same in a public place in the Airport's administration
     building.

G.   Public participation  in AAB meetings shall be encouraged, and members
     of the general public will be able to address the AAB during its
     regular meetings.  Any member of the AAB may request that a member of
     the public be recognized by the Chair to speak on specific matters
     under discussion when the member believes that the situation warrants
     such additional input.

     Any person wishing to propose an agenda item shall submit such item to
     any AAB member or the Airport Director who will then submit the agenda
     item as new business during the meeting.  Any person proposing an
     agenda item, which would require a vote from the AAB, shall submit such
     a request using the Business Agenda format.


                     Article VII. Conduct of Business

A.   The AAB will develop efficient and effective ways to conduct its
     business that do not conflict with these Rules of Order. These  ways
     are viewed as situational and do not continue to future meetings
     unless the AAB agrees to follow the precedent established.
