A timeline
for the Airport Compatible Use Overlay District (ACOD)
April 17, 2001 - Airport Director Lee Remmel presents
the ACOD as a proposed Zoning Ordinance amendment to the
Board of Commissioners (BOC) at a work session. The BOC is
reminded that the deadline is near for the next zoning
hearing when this proposed ordinance could be adopted, but
members of the board say they do not want to put it on the
agenda until they have more time for review.
May 9, 2001 - At the request of the BOC, Mr. Remmel
presents the proposed ACOD to the Airport Advisory Board at
their regular monthly meeting. Mr. Remmel does not seek any
action from the advisory board on the proposed amendment.
June 26, 2001 - To the surprise of several
commissioners the proposed ACOD is on the agenda as an item
for decision at their regular meeting (not a
zoning hearing). After commissioners convince CEO Vernon
Jones that they are not ready to act on this agenda item, he
agrees to remove it from the agenda. No official action is
taken.
October 8, 2001 - In a memo to Planning Director Ray
White, Mr. Remmel offers as an amendment to the Comprehensive
Plan Text (for consideration in 2002) the following:
"Adopt Airport Compatible Overlay District (ACOD)"
with implementation date of 2002. (The adoption of this
amendment to the Comprehensive Plan would not put the overlay
district into place -- that requires an amendment to the
Zoning Ordinance, HOWEVER it would indicate the BOC's
intention to make that change to the Zoning Ordinance.)
January 2002 - The Planning Department places the
proposed ACOD amendment along with other proposed amendments
to the Comprehensive Plan Text in the county libraries for
public review. The proposed ACOD amendment is # 8 on the
agenda. The schedule calls for several public hearings
culminating in a vote by the BOC in June.
February 4 & 7,
2002 - The
Planning Department holds hearings at two county libraries
for public comment on the proposed amendments. Citizens make
written comments. These are collected by county staff for
inclusion in the packets that go to the commissioners.
February 19, 21, 25,
& 26, 2002 - The
district Community Councils consider the amendments to the
Comprehensive Plan Text and make recommendations for approval
or denial. The proposed ACOD amendment is among those being
considered.
Late March 2002 - As a result of letters from citizens,
Commissioner Gale Walldorff asks Executive Assistant Richard
Stogner to remove the proposed ACOD amendment from the
Comprehensive Plan Text Amendment package, and he agrees.
Agenda item # 8 will not be considered by the Planning
Commission April 24 nor the BOC in June as originally
scheduled.
